Title I Program - Title III Program
TITLE 1
Title I is the largest federal aid program for our nation’s schools. The goal of Title I is a high quality education for every child.
Program Description: Title I is a 100% Federally funded supplemental education program that provides financial assistance to local educational agencies to improve educational opportunities for educationally deprived children. Title I programs are designed to help children meet the state content and performance standards in reading, language arts, and mathematics. In buildings with 40% or more poverty, LEAs may use the funds to upgrade the entire curriculum of the school and are Schoolwide Programs. In buildings with less than 40% poverty, programs are designed to help specific children and are Targeted Assistance programs. The Federal Government allows states to waive the 40 percent poverty threshold for schoolwide programs upon request from a school and demonstration that a schoolwide program would best serve needs of students.
Effective with the 2019-2020 school year, G.C. Hartman Elementary applied for a waiver and submitted a plan allowing it to become a Title I Schoolwide Program School. In a schoolwide program, all students are eligible to participate. The primary goal of a schoolwide program is to ensure that all students, particularly those who are low-achieving, are able to demonstrate proficient and advanced levels of achievement based on state academic achievement standards.
All students are eligible to receive reading support from trained Reading Specialists. Title I support services are provided in small groups and designed for specific instruction to increase fluency, comprehension, and writing skills. The Title I program has been integrated into the school’s response to instruction and intervention (RTII) process.
