It is the Southern Columbia School District’s mission to provide meaningful special education services and instructional programs for all students with disabilities. Southern Columbia strives to build special programs specifically tailored to the assessed needs of a student and attempts to deliver those programs in the regular education environment as much as possible. The district is committed to creating programs that are integrally involved with and delivered through general education programs. Southern Columbia offers a continuum of services to allow for more independent functioning on the part of the students as they progress through the grades.
Southern Columbia’s Special Education Department strives to work with parents in creating a positive atmosphere and designing a program that most appropriately meets the individual needs of all identified students. All Southern Columbia’s special education programs and services are in compliance with state and federal laws governing the commonwealth of Pennsylvania.
Southern Columbia operates many of the programs for its students with special needs. Some of our students will participate in programs operated by the Central Susquehanna Intermediate Unit.
PASA Notication for 2019-2020
The Every Student Succeeds Act (ESSA)
requires Pennsylvania to ensure that the total number of students assessed in each subject using the PASA
does not exceed one percent of the total number of all students in the state assessed on the statewide assessments. Each local educational agency (LEA) must complete and submit the PASA 1.0 Percent Participation Threshold Justification to BSE if it anticipates that more than 1.0 % of its students enrolled in grades 3-8 and 11 will be assessed using the PASA. A list of LEAs who anticipate exceeding the threshold will be made publicly available on the PDE website, in accordance with 34 CFR 200.6 (c)(3) regulations. LEAs must also make the document publicly available upon request, removing any personally identifiable information. The Sothern Columbia Area School District anticipates exceeding the 1.0 percent threshold for PASA participation for the 2019-20 testing cycle. The necessary justification information has been submitted to the Bureau of Special Education.
